Tokyo, March 4, 1910. YOUR telegrams Nos. 27 and 34 to His Majesty's representative at Peking repeated here.

In the course of conversation to-day regarding the Russian proposal for the Kalgan- Kiatka line, the Minister for Foreign Affairs informed me of the answer which he had just given the Russian Ambassador on the subject.

The Japanese Government would, he said, give the proposal their moral support on the two following conditions :----

(a.) That the Japanese attitude with regard to the original Aigun railway project would not be prejudiced in the case of the Chinese Government refusing to grant concession for the Kalgan-Kiatka line.

(b.) Provided that the proposed line were built on the basis of international co-operation.

The views of the Japanese Government on the Russian proposal will, under instructions, be communicated to you by the Japanese Ambassador in London.

I have repeated this telegram to His Majesty's Minister at Peking.
